ACCOMPLISHMENTS

Hydrographic Department Director/ Program Manager – Joined the Naval Oceanographic Office, Hydrographic Department in 2000 serving as 1st line supervisor for Tactical Charting (2000-2005), Navigation Division Director (2005-2009) then served as the Hydrographic Department Director (2009-2015). Manage a hydrographic workforce of approximately 90 civil servants, 14 military and 10 contractors with annual budget of approximately 11 million dollars. Interpret hydrographic data collection requirements, plan and man thirty (30) large hydrographic surveys per year with an operational cost of over 50 million dollars. Perform Navigation Program Manager duties and liaison to Hydrographer of the Navy. Coordinate with NOAA Office Coast Survey, National Geospatial-Intelligence Agency and other international Hydrographic Offices and navies (ex, GBR, AUS, CAN, FRA, and NZL).

Critical Analysis – Meritorious Team Award, National Security Agency (NSA) and Meritorious Team Citation, National Geospatial-Intelligence Agency (NGA). Team member of the Maritime Safety of Navigation Review Group (MSRG) charged to perform a review of NGA processes and procedures for production and maintenance of Digital Nautical Chart (DNC) after the USS GUARDIAN grounding. The MSRG was established by agreement between the Director of NGA and the Chief of Naval Operations (CNO) in February 2013. Membership consisted of charting and navigation experts from NGA, US Navy, US Coast Guard and the National Oceanic and Atmospheric Administration (NOAA). Result was a 60+ page document detailing objectives, methodology, results, recommendations and actions to correct weak points in the digital nautical chart production process.

Change Agent – Created new Hydrographic Departmental processes, dataflow and a database management structure in response to increasing data quantities and shift to modern charting methodology, international standards and formats.

Innovation – Developed scientific, engineering and information technology support to Navy’s SHips Anti-submarine warfare Readiness Effectiveness Measurement Program (SHAREM) by creating an Acoustic Transmission Loss Echo Repeater System including data processing used in over 30 SHAREM surveys.

Team Builder/Leadership – Restructured NAVOCEANO Hydrographic Department to complete the transition from paper nautical chart support to digital nautical chart support to Navy. This was accomplished using leadership and management techniques to guide the workforce through significant changes.
